A candid and self-ironic story about the creation of a modern state, told through the experiences of young idealists who became politicians. In 1992, Mart Laar comes to power as a young and inexperienced prime minister in Estonia's first constitutional government after regaining independence. The government, formed under the leadership of the Pro Patria party, is not predicted to last even a few months. Yet, it manages to stay in power for two years and implements several radical reforms. The country's desire to break free from the legacy of the occupation period makes Estonia a model example of a successful transition country abroad. However, at home, Laar's government is plagued by one scandal after another. Caught in conflicts between the idealists and the rising new economic elite, the prime minister finds himself with fewer and fewer good choices.
